sry to hear this as it seems you have disrespectfully neighbors. have you tried telling them of your situation, i am going to assume that you have.
if they fail to accommodate you, then all i suggest is that you get ear plugs and keep your TV or radio on low as your ears will hear that mostly.

I think you might be wrong on the 10:00 PM. Even in the daylight hours there are noise ordinance laws. Anything that is considered excessive noise can be handled by the local authorities. Day or Night

Ask politely twice to keep it down especially during times you know you will be home. Then file a complaint with the appropriate law enforcement agency. Chances are this will accomplish nothing other than a record of you making an effort. Then record their music, butcher it with editing so it sounds horrible and play it back through the loudest PA or speaker system you can find as late as you like. If the cops stop by, tell them you will gladly refrain if they enforce the law as they took an oath to do; ie disturbing the peace.

Noise ordinance doesn't start until 10pm, but Disturbing the Peace is not allowed ANY time of the day.
Call the police on your neighbor "disturbing the peace" and someone will have to come and tell them not to.
Do it until they get the message.

I work midnights too. I turn on a box fan in the hallway when I go to bed. The drone is loud enough to drown out other noise but not so loud that it keeps me awake.
I also turn off the phones, and turn the A/C down so that a blanket feels good.

if the noise level is in excess, then the police can react do to disturbing the peace. if it is not that loud and only disturbs you due to working the graveyard shift and needing to sleep, then that is just a circumstantial misfortune, and you have to respect his rights in his own home as well.

call the police- non emergency #- don't call 911 for that.
ask them to call the residence- if you know the address we can get the ph # to call- and ask to turn it down.
if there is no # listed generally an officer is sent- when available - to ask them personally to turn it down.
ask the officer to contact you so that you can sign a complaint about the noise.
