As bad as some people's children are these days, I can understand how something like that could "slip out", but there are better things to say, yes.

It is and it isnt .. you will probably piss the parent off so its best to go about it the round about way like I did with my sisters kids and its been working so far and her kids are shaping up (she has 4 of em)
What you want to do is start a convo about his or her behavior during whatever is going on and you can make suggestions on what they can do to improve the child in question .. a lot of parents Ive noticed tend to be lost without much guidelines especially if both parents work and they sort of lose touch with their child and their behavior they have picked up. Ive found with my 6 yr old after going to school, picked up aweful behavior and many times Ive had to break those habits since its easier to just act like their friends than to work hard and be an example for others.

It depends. Would you want someone calling you an F-ING jerk? Or calling your kids brats or worse? People need to have tact. If the kids are acting like "Little turds" it is not their fault, it is the fault of the parents.

Good question, and yes it is very rude. That is setting a bad example for the child and you might be hurting the child's feelings. If that slipped out of my mother, I would probably apologize to the child.

Calling names is never right. If a child is acting like a little T*** then you need to talk to the parents. Children parrot what adults say so we need to be careful.

It all depends on the situations and how the child is in relation to you. For example, I call my nephew a booger but I probably couldnt call my neighbors child that without the her feeling offended.

A little turd is smaller than average excrement. A person, no matter how distasteful to you, is not a little turd.

depends on if they are joking or meaning it to be an insult. say they are joking around with the child and are laughingly like .." you little terd..hehe" no that isn't offensive. but say the child is misbehaving and they say it with a true condesending nature that could be taken as offense,.

Depending on what that child was doing at the time, it might very well be considered restrained. Parents are, however, notoriously sensitive about their spawn.
