When i turn my computer on the OS GUI wont load its just a terminal. I can get to the directory with the screwed up file, and the correct back up file. How do i copy the old file to the new file? I try to do a cp and it wont let me, rn also wont work.

If you dual-boot, you should see an option to use a "recovery mode" kernel. You will be automatically logged in as root (at least I was). Then try rm -r xorg.conf.
