I agree, the machine operator should have caught the split frames. However, the reason they were split is due to poor exposure. With the dark background, the machine couldn't tell where the frame was. This will have to be "hand printed" by the tech.
Certainly I would take the pictures and negatives back for a reprint. Just don't expect them to look any better, but at least they can be reframed. There is also a chance that the tech cut the negative frames in half when cutting the negatives for sleeving. If so, not all the prints will be re-printable.

If you have the negative, you may have a chance.
When you say that some of the pictures are "split," it sounds like you got some machine prints that were made without any human supervision.
You can probably get a decent job done if the negatives are any good.
I agree with those who say that you should demand a better job or get a refund.

This sounds all too familiar. I used to process tons of prom pictures taken by cheap cameras. Sounds like you used one of those one time use cameras and it miss fired on you a couple of times like in the way of not advancing the film and giving you a double exposure. Those cameras have a very short flash distance. You can't take an indoor flash shot over ten feet away. I would look at the negatives to see if indeed you have a double exposure.

If its just the pictures that are of poor quality. yes. If the negatives are in good shape just have more pictures developed from them.

If you have the negatives, you can normally fix them. It may take a few tries... But you eventually can get a print you like.

Absolutely demand a refund! Take the negatives with you and get them redeveloped. If you sent them off, find out from the place you dropped them off how to contact the lab or if they can start the refund process for you.
