It's probably just a sebacious cyst, which is harmless. But if it grows larger, PLEASE get it checked out; if your cat is allowed outdoors, it's possible that it could be from a botfly, which lay their eggs under an animal's skin.

Could be a cyst or a growth. It's always best to have any bumps on cats checked out ASAP.
