or just search for Customer Resource Management CRM software.
Most have inventory systems built in for you. Sugar is open source you can pick the free open version or the supported one. If you pick one hosted by them you are online running the same day usually. Most of the CRM's available only take a few minutes to setup and a few hours to get customized.

Yup - PHP and MySQL was born to do this.
AS for how long it takes, well how long does it take to create a web page? Depends on what's in it.
