Angels have a Limited FreeWill.
They do not get to choose the Words they speak.
satan Chose his words, and got Kicked out of Heaven for it.
Angels are servants.
Human Beings are Free.

There are levels of them.
And they have different names.
Gabriel being the top one...you will hear his trumpet one day...even with the ipod going.
Angels have positions and levels of assigments.
Good and bad.
All angels are where they are suppose to be.
1/3 in hell, at their wish.
In the wasting of S/G, angels blinded the population, before they could touch Lot and his family, and the rest is history.
Lot even asked God to spare the city many times.
Angels are around us, and spare us danger many times.
Angels do have free will, thats what got Lucifer downgraded.

actually, angels do have free agency. The differences are: 1) that they are consciously aware of the existence of Heavenly father as a fact....we only have "faith". It is much harder to disobey God when you know for "fact", for a "certainty" that he is there. But they do have a choice. Other wise satan could not have made the decision to disobey God.
2) Angels are not purely biological like us...they are "created beings"...that is, they were not "born". They were created as adults. Therefore they are not subject to many of the temptations we would be.

Those versus do not say that the angels do not have free will.
Satan used his free will to corrupt Eve and then Adam.
Then he used his free will in Genesis 6 to come down and marry human women and create a hybrid off spring called nephlim. Half God or angel and half human. So they would have been strong and powerful men.
God gave all his creations freedom. that is why we crave it.
