LOOK!!!!!
I have a Sandan in Shotokan/Kenpo and a Shodan in TKD.
I have seen SOME TKD schools teach not to look but that is only some.
MOST are smart enough that you have to see what you want to hit and it is worth sacraficing a little power for accuracy if hitting your opponent.
I watched two fights recently, Muay Thai vs TKD. the first fight the TKD threw blind techniques and he ate elbows knees and kicks from his Thai counterpart. The other fight was differant.
The TKD guy looked where he was kicking and had many accurate kicks that started as fakes as they are famed for their aireal techniques, he kicked this Thai boxers butt with a damaging axe kick followed by a round house kick to the face..KO. Both were great fights.
Goes to show you its the style so much as the fighter that matters,
PS to ladyvol001 its not a stupid question, only stupid answers like yours. I have seen it done both ways and his or hers question is very legit. MANY TKD schools do teach it without looking which is crazy, so no it was only stupid to say it was stupid!!!

You should look, your target might have moved while you were doing the kick, also it teaches you what dancers call spoting, which is what lets dancers spin around and around many times without getting dizzy, your head should always spin first and then your body should follow, if you just kick back and the person has moved it will leve you in a very vulnerable possition

Look. You've pretty much answered the question yourself. If you kick & miss you could well be open to a counter such as a punch combo, a sweep, a hard take down or being stabbed (depending, obviously on the setting) I don't care if you throw the hardest shoe leather this side of Chuck Norris it's no use if it doesn't connect is it !

Just ask yourself this question:
Which would more likely occur in real life? Me trying to reverse kick a guy in a dark alley blind or me trying to reverse kick a guy on broad daylight. If you answer in the dark, then by all means practice the no look kick. But if you answer broad daylight, then practice looking. If you can master both even better.

I have been taught in both Taekwondo and Karate to look over your shoulder first and done properly I don't think you would lose any power.

My TKD school each student needs to look over your shoulder while you are kicking. Its easier to look than not look.

Look. Power is great, but it's useless if it's going in the wrong direction.
My Tae Kwon Do instructor always taught us to look first.

definitly look ...ive been taking tae kwon do 10 years and going for 2nd degree black belt n september, if you dont look u sacrifice acuracy, and acuracy is better than power, u shud always look
