The power steering and the horn are not related. The pump might be empty due to a leak or it failed altogether and needs to be repaired/replaced. The horn does have a fuse and it also has a relay. Locate and change the fuse first. If that doesn't work, locate and change the relay. (It plugs in) If that doesn't work, the horns themselves might be bad but that is rare. Probably the contacts in the steering wheel. That's a dealer fix.

It is more likely the horn relay than a fuse. The power steering is mechanical, although the computerized steering control is electronic and could fail. It would not cause the power steering not to function, it would only cause it not to be adaptive to vehicle speed and ride heights anymore.
Your power steering pumps has likely failed. I doubt it is a belt, guessing you have a newer car, it only has one and without it you would not drive very far. It is also possible the rack & pinion unit has failed rather than the pump or they have both broken at the same time. Running the system without fluid, caused by a leak, will drstroy the pump.

No, you're power steering pump is belt driven, not electrically driven. Check the belt for tightness ( or if it's missing)
