if you cant get any satisfaction by ringing bt and speaking to a supervisor and getting the answer you want ,you can ask to be put through to the bt complaint review service,
if this does not work either you can complain to of tel which is the office of telecommunications,
or you can complain to the office of telecommunications ombudsman which is otelo
try speaking with a supervisor at bt first in my experience they have helped in situations,that i have had problems with and i got compensation as well good luck

not sure if ofcom just do the radio stations..

the best way to complain and something to be done about your complaint is to put it in writing and send it to:
BT PLC
CORRESPONDENCE CENTRE
DURHAM
DH18 9BT
be sure to include your name, address, telephone number and account number...
