There are two correlating words here, clothesline and tying. But did it or can it happen?

I am the truck driver. I got roped in on the load by my dispatcher. Now traffic's all tied up. The highway is knotted up for miles. All the boss said when I told him is that every time he gives someone enough rope to hang themself, this sort of thing happens.

Well the saying "tied up traffic" or something along those lines is something I have heard pretty much all my life. So if I said that, I wouldn't think twice about it. But, who uses a clothesline anymore? Surely not enough people for there to be a tractor trailer hauling any....

But if it was a true excuse, it would be in traffic reports, and your boss would know the truth just by watching or listening to the news, or looking it up online.

On a personal note, my work schedule is pretty loose, so I wouldn't have to have an excuse for my tardiness. :^ )

My boss would think that was a poor excuse.
It could be true. Traffic is tied up when something blocks up the road and vehicles are stuck there until road is clear.

No idea.

BUT

I was once behind a tractor when the driver accidentally put the muck sprayer into gear (my little sister insisted on a £50 payment to clean the car off afterwards).

If he has any doubts, he can turn on the radio.

It would also be a big help to your case if other workers were tied up in the same traffic jam.
