1. If you are using XP, install IE7. I don't know how fast it is (it may even be slower), but it is a little bit more secure, so you won't be getting any spyware to slow your computer down, which will help you out in the long run.
2. Use an alternative web browser, like Firefox or Opera. Some people believe they are faster, others believe they are slower, you'd have to decide for yourself.
3. If you can live without it, turn off the Luna theme in XP, and use the "Classic" theme instead. It's not as pretty, but it is definitely faster.
4. Upgrade the RAM in your PC. Depending on how old your computer is, this may be expensive, though.
5. Use an anti-virus program to scan for viruses. You don't need it to be running constantly, as this WILL slow your computer down, but if you just do a scan once a day, and scan any files you download, you will be a LOT safer then you would be without it, and the viruses and spyware won't be around to constantly slow down your computer.

The answer can depend on many factors: first of all, if your PC is running slow overall, and not just with web surfing, try removing programs from your computer that you are not using. To do this, go into your control panel and use the Add/Remove Programs function. Another thing to do is Disc Cleanup; it will get rid of unneccessary files that are stored on your computer, like temporary files, etc. One last, but important thing you can do is Disc Defragmenter. This makes it so that your computer doesn't have to look in several different locations to open a file when you click on it.
You may also run a spyware scan and an ad-ware scan, as these things slow down most computers quite a bit. Spybot Search and Destroy is a good (and free) program to use.
As far as speeding up your internet connection or browsing speed, that would depend on what type of connection you have; i.e. dial-up, DSL or Cable, etc. I have DSL and I found that when I moved my computer to a different location that was closer to the phone jack, instead of running a phone line from the jack to another room, this increased the web surfing speed for me. There are many different things you can do, and without further information, people like me are limited in what we can suggest.

You have not mentioned any specification about your pc.
Normally P4 3.0Ghz, with 512Ram are fast and easily available today in the market.
