The answer is actually both the Cougar & later the Capri.
The 1967 to 1973 Cougar is built on the same platform as the 67 to 73 Mustang. The Cougar was the higher end luxury car over the Mustang in those years. The Mustang & Cougar had the same engine options from 1967 to 1973. It was one Hot Rod of a car, had a friend with a 390 4spd, 68 Cougar XR7 GT.
The Capri from 1969 to 1974 was actually a British import for Lincoln Mercury it was a small body car that was fun to drive and fast. In 1979 to 1986 when the Mustang changed body style again Mercury decided to ofter the Mercury Capri in the Mustang body style. Basically reviving the name plate Capri. I had 1982 Capri "Black Magic" with a 5.0 HO and a 4 spd, it was actually a 2 barrel carb, pretty good pep.
SO the answer really is The first generation Cougars and later the Capri.
Either way I'll take the early Cougar.

The 1967-1968 Cougar was very similar to the Mustang but it had a three inch longer wheelbase, meaning it was significantly different from the beginning.The 1969-1970 Cougar were similar but definitely not just a Mustang in Mercury trim.
The 1971 -1973 were even more different.
The Capri for the Fox body years (1979-1990+) was the closest for a Mercury version of a Mustang. (The earlier Capris were small German imports that shared a few parts with a Pinto)
There is not a current Mercury version of the Mustang.

Excuse the others. The Capri came out in 1970 and was known technically as neither a Ford or a Mercury(but, was commonly called a Mercury Capri). The Cougar came out before 1970 and was sold under the label Mercury. The Cougar was, however, built on a unibody like the Mustang.

The Capri, NOT the Cougar. The Capri was introduced the same year as the reworked 'Fox' body Mustang but was dropped from the Mercury line up after only a few years.

Mercury never had a direct answer to the Mustang. When the Mustang came out, you did not have the cross-over cars like you do today. The Cougar was more of an answer to the T-Bird.

The capri was the what came out after the couger became a t-bird alternative. Cougar, for the first few years of its production life when these cars were still cool muscle cars (1960s early 70s) then they turned it into there version of the T-bird, a huge boat of a car. After that they disappeared for a couple years the updated model, which was a import joint project came up with what most would compare to the Mitsubishi Eclipse. And poof it was gone again. If you can find the old classic muscle car version you will have an excellent collectors car. So the correct awnser will depend on what years you are questoning. James Horner

Ah, forgot the Capri. And, in reality, the Cougar was much closer to the Thunderbird. Right up until the early nineties, the two shared many of the same body panels, and even the same drivetrain, on higher end models. To put it simply, there never was a real effective Mercury re-badging of the Ford Mustang, but the Capri was out there for a couple of years...
