If a husband is an ordained pastor, he can ordain whom he deems worthy. Can he ordain his wife? Will it be legal?

It depends on the religion/denomination. In my Baptist tradition, you are ordained by an individual Baptist church, not an individual, and not the denomination. My wife and I were ordained in the same service by the same church.

Depends on the church. In most (and maybe all) churches the church is who does the ordination (meaning the denomination). Most pastors do not have the ability to ordain anyone.

Ordinations come from two sources.
A seminary can ordain.
A Board of church elders/deacons can legally ordain.

An ordination by only a pastor-husband is not legal.

Beyond that, the Bible does have guidelines for church leadership. Are you the husband of one wife?
If not, you are disqualified to be a pastor.

ordain for what, the ministry? Not in my denomination. Only the district can ordain ministers.

Yes.
But the denomination must back the ordination. If they don't, then he can found his own denomination and then ordain her.
