Pedestrians should always walk toward traffic while on any road or highway where there is no sidewalk. That way they can see the on coming traffic and step away from the road if needed. This is also a safety rule to help prevent a walket from being picked up by a motorist. Most likely a motorist on the opposite side of the road will not stop if you are going the other way and if one does stop coming toward you, you have time to get away from the road if you need to. Bicyclists should be on the same side of the road as the traffic going in the same direction being aware of where the vehicles are and staying on the shoulder as much as possible. Both petestrians and Bicyclists should wear clothing that is bright and has light reflectors on them for their protection.

walking - wear bright colors and walk on the side facing traffic this gives the pedestrian a chance to evaluate the vehicle(s) approaching them and get further off the road if necessary

bicycling - wear bright colors and ride in the direction of traffic. this enables the motorist to slow down until he can safely pass as opposed to a head on situation.

Wear reflective material on their clothing so they can be seen during the day. At night, wear illuminous material and carry a flash light.

Wear bright colors so they can be seen.
Don't walk right by the road so getting hit is possible.

along with wearing the bright colors or saftey vest -

They should stay away from the road as far as possible.

Dive for cover!
Really, they should walk facing traffic, so they can see if the DO need to dive for cover!
