Most departments have a rule on 2 officers for all investigative stops (like DUI), so if they are running solo cars then expect at least two cars.

the short answer.....boredom. Police are regular everyday folk who just happen to have the power to arrest you. I have many police friends and they have confirmed what i had always suspected. Imagine being at your job for hours and often alone.
You see a friend (fellow officer) and are dying to do something.
Your ritzy area is much like a rural area in the regard that sometimes there is NOTHING to do. I manage a bar in a rural area and if I call the police for a fender bender in the parking lot late at night I get at least four squad cars.

They do this same thing where i live 'but lots of cops have been killed in the last 2 ys' so now when they stop you; they have 2or 3 back-up units. I had to call on a fight last week and 2hours i was still waiting. They have laid so many officers off due to no money; that i pray i;m not getting beat or stabbed as i;d be waiting 3hours for them i would die; and that's the truth

Because they are afraid. That is the secret they don't want you to know. Bullies are bullies because they are afraid. And why wouldn't they be? How many police officers are there in your town? Compare that to the population of your town. What would happen if even a small percentage of people decided one that they had had enough? The cops would lose and they know this. This is why we have shows like Cops that always show the cops winning. The message: you can't win. But what they don't tell you is that most criminals do in fact get away with it. They work hard to maintain the image of invincibility. They use multiple cars for a traffic stop to send a message: don't **** with the cops.
One day they will push too hard and the american people will push back. Who do you think will win? They are afraid.

There must have been incidents that make the police feel they need backup to make vehicle stops. Just because the neighbourhood is good does not mean everybody being pulled over comes from there.

Possibly the police have nothing else to do. A second possibility is to keep the perp from driving away and starting a high speed chase.

When I lived in a small city it wasn't uncommon to have an ambulance, four cop cars and fire truck just cause an old lady fell.

It has become increasingly dangerous for them to pull someone over....especially if the plates show a stolen car. I think it's for safety for the officers and a good idea.

If there isn't that much crime in the area then they aren't that busy so they have the time to be there for a simple traffic stop.
