First, to Giggly, when China overthrew Tibet and exiled the Dali Lama, they were atheists... Maoist Communists, like Leninist and Stalinist Communists believed that religion was a threat to state power and virtually (but never completely) banned all religion.
As to the question at hand. It wasn't the Buddhist religious leaders in these pre-WWII countries that led to problems, it was the politicians. In Japan, the established Shinto and Buddhist leaders of course supported the war effort, but it wasn't a religious war.
Buddhist religious leaders are generally tolerant of other religions and other beliefs.

I am a buddhist myself, but I would like to point out that there are many Buddhist leaders who committed horrible atrocities. Just look up a man called "Ta Mok" for example.
This just goes to show that the argument of "a clash of civilizations" where certain religions are more evilprone than others, is a social construct: it becomes true because we take it to be true. In reality however, there's good guys and not-so-good-guys, evenly distributed amongst all religions and civilizations. We'd best do our best to try and discern, on a person-by-person basis wether someone is of a morally outstanding character or not, no matter what religion they are from.

The Chinese (budhists) took down the Dally-Llama (recently) ... and they're still after him.
For now, we're in good relations with China, Japan, Malasia, Phillipeans, and most Buddhist countries. However, we've been in conflict with Japan before (WWII).
