Kennedy used it in Alabama. Christian groups where at the heart of the movement that Kennedy supported. It was called integration, and it effectively hamstrung George Wallace, and took away his little army.
This happens a lot more than you think.
Think about New Orleans, and the cry for Federal intervention....
