With all UK forces you will have to join the police first. Every officer starts on the beat in order to get a grounding in general police work. There are no specific time limits on when you can specialise. I personally think you should spend at least five years on the beat.
Basically the firearms department will advertise at regular intervals for a number of places to become Authorised Firearms Officers. You will apply and fill out a lengthy application form. This will be subject of a paper sift and unsuitable canditates will be withdrawn. The remainder will be subject of various other checks and then invited to an interview. The best canditates then then be selected.
You will then become an Authorised Firearms Officer subject to passing a five week course (varies between different forces).
Obviously the application process is quite intense. Previous firearms experience is not necessary.
Finally - It's a cracking job and well recommended.

Military experience is always a plus.
Perhaps you may want to start by calling your local Civil Service or Emergency Management Office and ask about the Law Enforcement Reserve (most places call it the Police Reserve).
After a series of background checks, interviews & paper tests, you will be determined if OK to take the free classes. These classes may be 3 months or more & usually in evenings. After graduation, you do volunteer services as a certified armed reserve officer who can work as backup with police, sherrif, game, hyway depts, etc.... Sometimes even with Secret Service that may be in your area for special occassions.
After proving yourself with the Reserve, then try out for PD, SO, HD or whatever is your preference. At that point you are now moving toward your ultimate goal.

I'm guessing you mean in the UK, in which case, the long and short of it, yes.
Forces differ in their set up so I can only talk in my experience. Police armed response is a tactical resource within the force. You can look to Armed Response Vehicle, traffic based or Tactical Aid Group armed response, public order based (to simplify greatly).
You will have to complete training and probation and demonstrate an ability in the areas you wish to join before applying, taking at least 3 years, and it's still not guaranteed. So, if you have leanings towards the Police go for it, if you're purely into an armed aspect, I would suggest you look to the army

Do at least 2 years in the police service before applying for the role. However you'll need quite a few more years most likely before you're ready for the job.
