It looks like you should focus on using sunscreen, to avoid getting sunburn or possibly skin cancer. According to the article, bug spray can reduce the effectiveness of sunscreen. The article says to only apply the bug spray when the insects start biting. If you're actually in the water, the bugs won't bother you and if you're on shore, I'd suggest wearing some sort of shirt or hat with the bug spray to avoid sunburn.

Apply the insect repellant first, let it dry COMPLETELY and then apply your sunscreen. Make sure you do not re-apply your insect repellant every time you re-apply your sunscreen...it can become toxic if applied too often.

Doesn't matter. The mix will repel both the insects and the sun's UV.

Sunscreen, you don't want the bug spray to dissolve the layer of protection. The bug spray just needs to smell.
