If cost is a problem and keeping you from adopting, could you love a child that was a little older like 2-8 yrs or a child with medical or mental special needs? If so, consider adoption from the US foster care system. The cost will vary by state, but for us it was less than $3000 and if the child has special needs or is part of a sibling group there is assistance called adoption subsidy that is paid to you to help you raise the adopted child. This can range from $250 to $2000 a month depending onthe child's situation and special needs. If you want a newborn that is healthy in the US $20000 is average out of the country is $18000-$30000. Domestic adoptions can range from free to $40,000 depending on whether you adopt through the foster care system or do a private adoption of a newborn (through an agency or lawyer).

International adoptions are usually around $20,000-sometimes more, sometimes less depending on the country you choose to adopt from as well as several other factors (the travel requirements, etc.).

Out of the country you can probably expect to have anywhere between $7,000-$40,000 in fees.
