Either right click the picture file in your email program or save it to somewhere like your desktop (or right-click any other jpeg file on your computer). Select 'Properties.' On the first tab, next to 'Opens With:' there is a button that says 'Change...' Click it and find either 'Imaging Preview' or 'Microsoft Paint'* select one of these and click 'OK'. Then click 'Apply.' Now your photo should open without any problem.

*Opening a photo in Microsoft Paint means that there is a chance your pic could be edited, just be sure not to save changes, unless you're sure you want to.

--In response to the answer above mine, changing the format of any picture will result in loss of quality. It isn't necessary for this purpose.

1st "XP2000" is either "XP" or "2000".
If it is "XP" the following applies, if it is "2000" it is similar but probably different.

JPEG files will open with Windows Picture and FAX viewer, MS Office Picture Manager, even Internet Explorer, and a bunch of other programs. If yours isn't automatically opening with one of these your installation is messed up since one of the above is set as the default during installation, just like a .TXT file is set to open with NOTEPAD.

If not automatic, Right click on the file and selecting OPEN WITH, then select a program and check USE THIS PROGRAM ALL THE TIME.

If no programs appear, you are going to have to search for one of these (or whatever you have that will open JPEGs) to select it.

The process that it is asking you to do is actually different, and it might be that the file isn't a JPEG file.

First verify the file type. If you do the following and it shows an "Open with" program then the file is not JPEG.
Go to TOOLS, FOLDER OPTIONS, FILE TYPES
select the file type (JPEG) in the top half, then go to the bottom half (which should have no entry next to "Open with:") and select CHANGE, then select the program you want it to open with.
