i have a 03 dodge dakota 4x4 with a 4.7 v8 magaum with a 3inch body lift. i dont have a big wallet what would be the cheepest way to increas my hp and tq. more so tq than hp.

HP and TQ generally go hand in hand. Keep in mind that an engine is just a big air pump. Improve the air flow through the pump and you'll generally improve performance. One of the easiest and cheapest ways to see a small increase (10-15 HP) is to install a less restrictive air intake system. K&N and AEM make systems that may work for your application. A less restrictive exhaust MAY help with top end HP, but you risk losing low end torque if not done correctly.

Doing a cam and tune usually works out very well on the cheap for sports cars. Some catbacks and cold air intakes are so expensive that you could do the cam for the same price and up hp and tq significantly more. Try shopping around you'll see what I mean.

Intake K&N Exhaust system if out of warrenty a down loader change the perimetors in the computer. Remember the more hp the more fuel and you might have to run high test fuel.

Headers,high flow cats and a dual exhaust.Changing cams adding a cold air intake and all the other mods listed above won't have the maximum benefit if you can't get rid of the exhaust fast enough.
