When I was there, I presented the title and registration, paid the fees to have the car transferred from Ohio to Wisconsin, and paid something like $5 for the plates. But that was a transfer so the cost might be higher for someone buying a car.

WHY DON'T YOU JUST CALL YOUR LOCAL DMV OFFICE, THEY WILL BE ABLE TO ANSWER ANY AND ALL OF YOUR QUESTIONS AND AT THE SAME TIME YOU WILL BE GETTING THE CORRECT ANSWER TO YOUR QUESTION.
