after passing through the cervical vertebra the spinal cord becomes individual nerves.

Damaging the spine, causes problems in the areas that the nerves travel to. Breaking your neck can cause permanate paralysis.. but the brain still works fine.

Arthritic inflamation in the lumbar region can cause pain in the buttock, and legs as the nerves are been compresses. But the brain works fine.

The only time the brain would have a problem would be if the spinal cord is damaged at the level that controls breathing. Then you would have a situation where a person could aphyxiate if they can't get air into their lungs and oxygenate the blood. Then the brain would die
