Treats aren't balanced very well as a food source. I'd look for a better dry food with 35-50% protien.
One of ours turned diabetic and melted weight off her in a very short time-- 2 1/2 pounds in three weeks. We got her to put weight back on (she's on insulin now too) by switching her food over to EVO for the much higher protien and that did a really good job of putting the weight back in one month.
As a regular food it's a little high priced at $17, but the small bag lasts at least 2 months, so you can break the cost down that way and feel good about it. As a regular food, I'd recommend Royal Canin Siamese 38 which is 38% protien and easy on the stomach (made for Siamese who barf up dry food when they eat too fast). It's a good food for an older cat. The 6 pound bag lasts more than a month usually and costs $11 here.

Kitty treats don't help him gain weight. Feeding moist food helps put weight on the cat. Since he is 12 years old, it will be hard for him to gain the weight. Feeding too much treats is not too healthy for the cat.

Your cat is a senior citizen, and look for food formulated for a senior citizen. Treats are really not the way to go. Milk is absolutely NOT the way to do, as most cats, once they are not tiny kittens, become milk intolerant. If your vet agrees, kitten food is high in protein, and could help.
However, there is one thing to consider. At your cat's age, he need to be tested for thyroid function. If his thyroid is overactive, he is simply burning fuel faster than he can eat it, and that requires medical intervention.

treats can be a good way, but try a different type of food, maybe he is just pickier about what he wants. I had a cat that lived to be 18 years old....when she got aroud 10-14 ish, she got extra picky and didnt eat right. she got very very skinny, which was unlike her. she still was healthy, but picky. try and mixing things up. also, whole milk can help likethe others said. if all else fails, the vet can hep with some type of supplement to help him out

it could help but u dont want to feed him to much. if he is really skinny then i suggest about 10 treats a day. if he's not that skinny than probably 5

No, don't give it milk... cow's milk will give a cat diarreah. Your cat might have worms. Get a vet to deworm it. Don't buy that crud from grocery/pet stores. That's a one -size-fits-all product and a waste of money.
