Are you talking of becoming a licensed fishing guide?
If so each state has different means to obtain the permits.
Need to check with your dnr.
If your talking of "fishing for money" as an individual. You start by entering local tournaments. Find out when they are held in your area(s). Complete the tournaments application and pay the entrance fee. Even if you do not win or place-it;s a good way to get to know veteran tournament fishermen(women).
Plus it is FUN.

You need to be a good enough salesman to get big companies to sponsor you for nationally televised tournaments.

You become one by joining a clubs like bassmasters or flw and fish your hardest and get sponsorships and/or by getting public recognition. and place in tournaments.
