The answer is obvious. No one is allowed (because of the victorious Politically Correct Nazis) to discuss race anymore at school, at work, on the news, by the police, on college campuses, anywhere. If you discuss race at all, you will be fired, expelled, thrown in jail, ostricized, etc. From a very young age and throughout life, people are now banned forever from discussing race in public. BUT, with the anonymity of the internet, it can be discussed somewhat. Of course yahoo will censor it here, but it can be typed on a screen for a few hours until it too goes down the Politically Correct Toilet.
If you make discussing race a taboo, people will do it in a less civilized manner.
It's also caused by the government's racist Affirmative Action policies which gives unqualified minorities jobs or college admissions that they don't deserve.
It's also caused by false claims of racism by the whiney race hustlers such as jesse jackson and al sharpton.

I wonder this myself. Now some societies are not as technologically advanced or bought into the ideas of the Enlightenment, but this is not based off of racial reasons.
Why cannot we treat race like eye-color because they have the same impact on individual merit and character? If people really wanted to end racism, they would quit referring to their own race or talking about other races. Shouldn't we care about individuals instead? I judge individuals not racial groups which are artificial constructs.

For the first question, Racism will exist until the end of time or until ignorance and jealousy no longer exists in mankind. Second question, they can and have been.

Passive Resistance is the best way to deal with it, by ignoring them you dis-empower them as what they are after is a response of some kind
