I have neighbors who went on vacation and left thier dog on a chain in the backyard, with water and no food and apparently they left a turtle in thier tub. These animals will be without food for a week or more. do you think i should call the APL and have charges pressed?

they might have someone coming in to check on the animals. some times it's possible to be to nosie.

i have personally never heard of the animal protective league, but animal control or any association can't seize an animal unless they have a vet to prove they are in need of medical assistance or if the owners turn them over. the best thing to do would to call the protective league and ask them what should happen. they will deal with it. good luck.

Yes if the dog is out of food and or water give it to the dog. then call it may take a day or two for someone to get to the house.

Are you aware that they may have "sitters" who come check on the animals periodically? I would hold off right away.

Uh, yeah? You need to ask this? You see a poor lil' doggie in harms way and you need to ask if it's OK to get him/her help?
