a dat file is a data file and chances are when it was sent or wherever you got it from, normally mail your player and or browser did not recognise the format of the file as it was sent, and converted it to a dat file.
There are certian programs on the market that format there end product with formats unfamiliar to some browsers and players alike, thus requiring one to have the same program that the original was made on to be able to open it.
However a simple search of google will turn you up free programs that can change the CODEC and then change the format to regular video formats.

If you already have the .dat saved on your hard drive, just change the extension to .mpg. It'll play on .mpg enabled viewer (e.g. Windows Media, Divx, etc.)
