Simple ! Go for Open Book Exams !!!
Here students can bring in whatever study material required to write the exam.
Unlike conventional examinations where memory of students are tested, an open book exam tests the grasp of students in the particular field of study.
In this type of exams, students are asked to critizise, support , analyse or comment on various statements. Here students will not pass by just copying down from text or from another candidate.
But then intelligent teachers are a must !!!!!

You cannot stop students from copying; no matter the age. What you can do is dissuade them from copying, by being proactive, and watching & teaching them why copying is wrong. But in a preschool, what are you doing that a student would have to "copy"?

If you mean copying like on a test separate them
but that does not really apply to preschool.
If you mean imitate someones speech or actions
Try redirecting the copier to another activity or just ignore it
The more you or the child say STOP COPYING ME
the more the copier will keep it up.

Kids at that age are a force of nature, so, if they wanna copy, just tell them its wrong and they'll just keep doing it. You need to get a bit more physical with them. I'm not talking spanking or anything, but I do mean having a firm "guiding hand." This simply means you need to use verbal and physical cues such as tapping them on the back when you see one copying.

hmmm..., i think most of the children copy is because they dont know how to do the question asked in exam. and they are scared to get low mark as they will be scold by their parents. so it would be better if they take the risk and copy or else they will be scold.
i think they can be stopped from copying if their parents dont scold them when their son get low mark instead should encourage them. second the parents send their children to tuition so that they can learn better. make sure their children study and revise in home.

make different sets of test papers. what i mean is, the question no.1 to student A is on question no. 43 to student B's test paper. disarrange the questionnaires and make multiple sets for them to make it more complicated on cheating their seat mates. that's applied on our chemistry class exam.

What age. This is in preschool - little children learn by copying, let them do it. Next time ask them about what they drew, what is this, what does this mean.....they'll learn to do their own thing

In preschool??? I think you are in the wrong category.
Anyway... yes. They can get caught and they can be punished with various things, including expulsion. Cheating is serious, especially when it is considered plagiarism.
