"For" i believe refers to a location "AS" describes how.
ex. We go to school for an education.or we go to school as education. see what i'm saying
ex. As punishment you can't have ice cream until everyone else finishes.
So if your useing it on the bassis that going to jail to recieve a punishment FOR is the word if the act of going is punishment by itself I would use AS. This is very confusing I hope it helped a little.

depends. usu both. as a form of punishment for the crime committed and for punishing the person as an example to others in society to be aware and be ware of the penalties
