He is urinating in the air directly onto the stalks and leaves--not on the ground around it.

I'd be uncomfortable eating it after that, but I suspect you can wash it all off just fine.

I recommend putting up plastic mesh to prevent the cat from getting close enough to the rhubarb.

the rhubarb should be ok, make sure to clean it really good with hot water and soap.if it the stalks and leaves I don't see any problem with it.

Just wash it well. Remember birds poop on anything they fly over, and bugs leave droppings too---it's nature out there and NOTHING is sterilized.
