Yes...sort of.
If you have molasses, you don't need malt...if you have malt, you don't need molasses.

However, you need a lot more than just one or the other.

No. Most any organic material can be distilled to ethanol, a very simple alcohol.

Right now, we have more infrastructure to make corn and soy into ethanol, but in the long run, it probably makes more sense to make ethanol from non-food crops or waste, rather than shunting food off the supply chain to make fuel.
