What would happen if someone tried to use the stolen passport?
if they have used used stolen passport for entry into another country and done something wrong, and then you entered that country with your new passport ,would that reflect on you?

I had my passport stolen with other items ,reported it to the police and the passport office,I now have a new passport with a different number and was just wondering about the above?

There are two distinct issues - the theft of your passport, and the possible additional theft of your identity. If someone used your stolen passport, there is little problem, as you have evidence that you reported yours stolen. However, if someone actually assumes your identity, and your identity becomes associated with criminal acts in other countries, then you will definitely have a problem.

It would be wise for you to keep a copy of your stolen passport police report with you when you travel.

It won't reflect on you. Swanjarvi is correct. However, there is a wrinkle. If the passport is used to enter a country or a rural port of entry that does not use electronic scanning, it won't be noticed as cancelled. While the US State Department sends out list of cancellations, they (eventually) get transfered to paper for distribution to the screeners where there is no computerized check. Wouldn't it be tedious to check against a paper list? Wouldn't you maybe slack off? After all, it's not like you make big bucks and it's not your countries problem.

I tried to check on the number of countries without computerized scans but there is no detailed info anymore. That makes sense, why tell thiefs (and worse) where they can use the passport with little risk of detection.

Relax, on that count: because, the old (stolen) passport has already been cancelled, and anyone trying to use that at the entry point to any country, will be nabbed, because that passport is an invalid document and cannot be used anymore as a passport!

If some uses an official U.S. issued document for fraudulent purposes, that person will be arrested and charged with a federal offense, and the penalties are pretty stiff.
