It'll probably depend on the shelter, and how their insurance works. The shelter I work at only allows volunteers over 16, otherwise they've got to have a parent with them so that they're covered by our insurance policy.
Best to call shelters in your area and ask. Also see if your school has a 'work experience' type program that may cover you to spend time in a shelter.
It's hard work, but good on you for wanting to do it :o)

YES it is! And, I think this is GREAT! Call your local shelter, Humane Society & SPCA and ask them about volunteering, I am certain that they would love to have you both---they ALWAYS need volunteers! Plus this will give you both some good working experience with animals, which may lead you into the vetarary medical field.
Now, I don't know where you live, but where I live (Oregon), the animal shelters and schools work together, and they allow the kids from 5th grade up to come in a couple days (some, every day) a week and work with the animals doing many things including dog training, and helping with the adoptions. YOU GO FOR IT! And, best of luck to both of you. And, finally, if they don't do this where you are, you might suggest this idea to the shelter, who would then get in touch with the schools, and we'd have many more GOOD volunteers such as yourself.

You would have to check with the shelter in your area as to age. They may allow you to come and play with the animals, as to volunteering, there is more than just playing with animals. There is cleaning up after them, pee, poop, puke! Are you ready for that. Not trying to talk you out of it but a lot of ppl think that working in a vets office or shelter is all about the playing but there is so much more to it than that. But in answer to your question it depends on where you live and what the laws are there and what the shelter allows, so go ahead and call or go to one and see what they say.

Shelters do have paid staff , it is usually low paying. I really think most places you would have to be 18 to actually be hired. But check with the individual shelters in your area to see what their policy is about that as well as about volunteering. Many do have volunteer program for teenagers. That doesn't help with the "needing money" part though. but if you want to go into a field involving working with animals, it would be good on the resume as well as it would be nice to be helping animals to get adopted. ( but depending on the type of shelter and the type of community you're in, it could also be depressing if they are killing a lot of animals) (btw, I don't know if you still care, but you had another question posted "is this a Siamese?". I have seen quite a lot of pedigreed Siamese kittens including those of the older, more moderate type. That kitten you posted was a cute blue point domestic shorthair kitten who would have inherited the gene for the pointed pattern from some distant Siamese ancestors but is probably mostly Western "moggy". . I agreed with some answers that the coat was suspiciously (lol) fluffy. looked like she has a double coat which would mean not Siamese. )

I voulnteer at the Toronto Humane Society grooming the cats. A 13year old can volunteer here, they would have to be 18 years to work directly with a cat. I think you will have to wait until you are 16 years old but you still can't work with the animals. At that age you can work in the office, that sorta of thing.

It depends on the shelter and their rules. You may need a work permit.
They can use dog walkers and animal socializers, so talk to the shelter and see what kinds of things they will take you for.

most likely the youngest hiring age is 13, 14 or 15 but they some shelters do 16 or 18.

When I was 11 they let me volunteer at the Humane Society. You should be able to also.

yep i used to volunteer at my local animal shelter when when i was 13...all you need to do is visit your local animal shelter and ask if they need any help fro free and hopefully they'll say yes =]
