It usually means that the detective cannot find any information on the person they are following. The person has made it very hard for ANYONE to find out anything about them. If you suspect that you are being followed by a detective there a few things that you can do to 'sidestep' them. Don't use your home phone in case it is tapped, make sure that you don't throw anything out in the trash that you don't want others to read. Some detectives will go through your rubbish looking for bank statements or anything of the sort. Some people don't even like to leave their house if they think that they are being followed.
If this is the case then the person usually does have something to hide. Some people are just cleverer than others but most of the time the detective does get some answers for their clients.

To somewhat agree with others you need a different PI. Heres the thing..... time is of course money to them. An easy case would be someone who say goes to work at the same time everyday, stops at the same place for happy hour, drives to a women's house on a regular basis.
To truly catch someone you have to spend a huge amount of time and effort which equals waiting for hours. If that person stays home, comes and goes (to work or whatnot) , pops out to the store or a bar at varied times the PI is not going to get what you want....... hence no payoff. Because w. an easier case he can schedule his time to work on other cases since you are not the only one supporting his business.
A good PI having some specific info can just clear a case in no time by figuring out where he needs to be. If you have this general feeling about things it will cost or you get taken over the long run.
Spend a lot of money and they can hire someone else to do the drudge work. Hire one guy on the cheap and you will just get billed and get "couldn't do it". It is easier for them to take 10 cases that can be resolved just on the computer or with someone who is easily followed.
You get what you pay for. And here is the thing. 9 times out of 10 you could do some of the basic stuff, checking a computer, make a few discreet phone calls and then say "I am hiring you to take pictures somewhere". Way cheaper.
You really should have said what your aim is to get a completely helpful answer.
