Yes you can, but you have to go by the laws from Texas and the driving laws of the state you're driving in. Do note that some states have minimum driving ages such as New York. In New York, regardless of where you got your permit you cannot drive unless you're 16+.

You need to check the laws of the state where you will be driving. Not all states accept out-of-state learner's permits! Many states do make exceptions for people who live near the state line to legally operate with a border state's learner's permit but this is NOT universal.
