I like Paint Shop Pro. You can probably pick up an older version (I'm using version 8) for a good price online. This program has many of the features of Adobe Photoshop, but without the high price.

I would recommend Gimp or PaintShop. Gimp is almost a copy of PhotoShop. The only difference is Gimp is free and Photoshop cost hundreds. Many professional Graphics Designers like The Professional Look Design Studios use Gimp! The URL is below to download GIMP!
