It's probably time to put the puppy "down", if you know what I mean. It would be cruel to let it go on suffering like that.

Keep an eye on her and you may need to bring her to the vet to check it out. There just isn't enough info here to offer much advice.
It could be a virus, bacterial infection, puppy acne, allergic reaction to shots or foods, or just something that will go away on it's own, but with out seeing it and knowing more it's too hard to say.
If she seems to be itchy, you can put some cortisone cream on her, not a lot but some.
Because you don't know what it is, make sure you thoroughly wash your hands after handling her, and your kids too, if you have any.
Good luck!

Depends on the circumstances. Was she playing in the grass(allergies or bug bites)? Does she have fleas and/or ticks? Mosquitos? Sun over exposure? How old and what breed is she (it could be a marking)? If she starts acting funny or becomes sick, take her to the vet. Keep an eye on her. First, try calling the vet and tell them the problem and see what they want you to do. You may end up buying an OTC treatment. Bottom line: keep a sharp eye on her condition!

Could you be more specific?
Are there other puppies with her? Sometimes my pups suck on each other's abdomens trying to nurse. They get little hickeys as a result. Could this be the kind of red spots you are talking about?

there are three things that i think could have happened to her she has gotten bitten, she has gotten stung by something, or the number one thing i think it could be is THE HOT SPOTS. My dog had them too and i got this liquid stuff to make it go away , you can go to a pet store or a vet and ask them for something that help that type of stuff go away.
