The ruler makes rulings that affect the masses.the ruler has a lot of data to digest to render a law that effects its masses
This guy gets no rest or time off he is gathering data and getting advice and FINALLYmakes a ruling that affects individuals ,towns,countries and the world...,
That would make my head heavy.

Even if the ruler is not directly responsible for all decisions concerning a country they are held responsible. Therefore no matter what their role in politics they are responsible for the largest part of it.
