Am I to presume from your screen name that you live in Philadelphia, PA?
If so, you have to consider Philadelphia's prohibition on carrying a firearm in public (without a license). You cannot openly carry a firearm in Philly without a License to Carry Firearms.
Even if you do have the license, you will likely be hassled by the local police, and asked to leave pretty much every place you visit in Philly. Legally speaking, as long as you have the license, you cannot be arrested for carrying the firearm, but you could be arrested for trespass (if you are asked to leave a place and do not do so immediately, or if they have conspicuously posted a sign saying 'no firearms'), disorderly conduct or disturbing the peace. It isn't highly likely, mind you, but it could happen, and is far more likely to happen in Philly than in other parts of the state.
Without the license, I am not aware of a "loaded" versus "unloaded" provision within PA or Philadelphia's law.
The rest of PA (outside of Philly) is considered an open carry state, which means as long as the weapon is in plain sight, you may carry it on your body. The restrictions still apply (government buildings, schools, etc).

In my state you can open carry a gun.Which means you can carry it into a store, mall, shopping center. You can carry it into a restaurant as well as long as they do not serve booze at the restaurant for consumption.Even with a concealed weapons permit you can't carry into a school. You actually have to take the weapon apart on the school grounds.

A lot of people believe that you can carry a gun, exposed and unloaded, in some states. I do not know what state you are asking about but I can tell you for sure that having a gun on your person, exposed or not, in Illinois will get you arrested. Illinois does not have a ccw license either.
In Texas a lot of people believe you can carry exposed, you cannot, even if you have a ccw. It is specifically forbidden and can cause you to lose your ccw.
In most other states even if it is not specifically illegal you can get pinched for disorderly conduct or the like in that you cause alarm to others.

You may carry a gun anywhere except where legally forbidden if you have a permit. Some states allow unconcealed weapons without a permit. In my state (NH) it doesn't matter if the weapon is loaded or not.

Most private establishments have rules against bring in guns, but as far as public places (walking down the sidewalk), yes you can carry a gun. I am allowed to walk down my sidewalk in downtown orlando carrying a shotgun if I want as long as it's not concealed.

sorry i don't know the law...but i have family members who carry guns in public places (like Walmart even) and didn't have a concealed weapons permit. These aren't people who would go in the face of the law so I think it must be ok.

the simplest answer is to look at what replace into previously the worst campus capturing - UT and Charles Whitman. if so armed voters retrieved their firearms and back fireplace on the tower, struggling with Whitman from being waiting to kill greater, and allowing others to retrieve injured human beings and get them to protection. while the police arrived, they prepared WITH the civilians, and the 1st guy or woman to unquestionably pass up onto the platform the place Whitman replace into capturing from replace into unquestionably a civilian - not a police officer. human beings many times don't get a permit in the event that they don't intend to apply it. If there had in basic terms been one or 2 in the construction that had carried their firearms, that would desire to probably have been sufficient, using fact the shooters are not watching for to stumble upon everyone armed. whether, as in the Whitman case, they'd have scared him and made him take cover to maintain from getting shot, lots of those lives could have been saved. With the degree of school directed violence, a number of the professors in that construction would have been armed. and many scholars would of besides - does VT have a criminology branch? Any of those pupils, extremely older ones, artwork as protection guards someplace else? there are a number of opportunities. the ingredient isn't what if it replace into criminal and no one occurred to have one. the ingredient is that if regulation abiding voters would have carried there, there's a stable hazard that some one would have been waiting to end this guy or woman, as is, there replace into **NO** hazard. i will take some hazard over no hazard anyday - fairly while my lifestyles is on teh line.

theoretically you could but many places such as malls schools and stores say clearly no guns. Just because you are allowed to carry the gun doesnt mean that the individual place cannot restrict your carrying on their premises.
