Social security benefits are garnishment free. They cannot be touched. If that is her only source of income then they cannot take her money but they can get a judgment against her in case she goes back to work. Many people on Social Security are considered "judgment free". Also, if her disability is mental or emotional she can try it from that direction if she ever does work again. Sometimes these companies settle for pennies on the dollar. Also make sure you know the statute of limitations in your state and how old her bill is. That will make a big difference too. Many companies sue because they know they will get something because most people settle but they don't have much of a case. Also if she disputes it in any way they have to report to the credit bureaus that she disputed it and it is harder to sue on a disputed debt. I hope that helps.

Absolutely not. Your friend spent the money so she owes the money. Her disability is a non issue in this case. Before the case gets to court your friend should try to settle with her credit card company. They are, in most cases, willing to stop the interest and work out a reasonable monthly payment plan.
