Most baby walkers are banned by the Canadian safety board, so there is a good chance it won't make it's way into the country.

There is no legal difficulty at all. None.
Do be aware that some walkers are not considered safe, so it is best to have the person check and see if the desired unit is approved. Even if the same model is available in Canada, they often sell for a higher price than in USA.
After you have the walker packed up and ready to go, you can send it by whatever means you wish.
You will have to fill out a slip of paper that gives a description of the item, and show a value for it. This is the Customs Declaration. Pay the cost and it is done.
Whoever receives the package in Canada may or may not have to pay any taxes and/or fees if it is sent by mail/USPS or Fed Ex but if you send it by UPS they will pay minimum $25. in UPS fees, plus taxes, plus taxes on the fees.

Yes it is illegal to own, posses, sell or own with the intent to sell baby walkers in Canada. Canada believes that these devices over stress and over develop the gludius maxis muscles. This results in the severe disability called "Fat Azzism." And most of these victims become sedentary victims of the always fatal condition called Coach Potato.

I think it is unless you pay all the taxes. You can drive to Amerca and buy one and then open the packages and tell the people at the border you brought it along for the trip. Scuff marks might help. Mailing these things can be expensive too.
