Try a livestock feed store. They sell molasses by the pound as a nutritional supplement for livestock and it's far cheaper than what you would find in the grocery store.
The kind of malt you need would be found at your local home brewing supplier.

Not sure what you want to use them for (milk shakes I presume), but I wouldn't switch the two. Molasses has more of a sugary caramely flavor while malt is a more richer, well, malt flavor, like malted milk balls.
You can probably substitute them in cooking recipes, but I wouldn't do it in a milkshake recipe. I don't think it would taste right.
Both can usually be bought at just about any grocery store. The molasses can be found in the baking aisle. The malt flavoring is probably usually found where the ice cream toppings are sold at, or where the chocolate milk and hot chocolate mixes are sold.

they are exchangeable in some recipes. The flavor is a bit diferent,but in most Cookie recipes they will work OK. You never specified the exact recipe, so I am not sure what you are making. Molasses is available at any supermarket in the baking isle most likely.
Malt may be at some super markets (it isn;t at mine, I have to go to another one tha is about 10 miles out of the way). If they don;t have it, you can alwys buy nline.
It may help if you ost another question, asking where you can buy it in X neighborhood. SOmeone is boun ot know.
