That is Disorderly Conduct - Language. And you directed it at a Law Enforcement Officer. No matter what the circumstances were that lead to him "bothering you", at that point you had broken another law.
FYI, the Supreme Court has handed down many different limits placed on the Freedom of Speech.

I suspect you're leaving some key details out of the story. You probably either threatened him, were refusing to obey a lawful order, or got arrested on something totally unrelated to your speech because merely hurting somebody's feelings isn't a criminal offense.
