Yes, you do need a license to fish the surf are a pier in NC now. This is the first year the new law went into effect. There are some exceptions though. I bought a lifetime license and have been grand-fathered in, meaning I do not have to buy the new saltwater license. And I believe that some of the piers have bought a license that covers anyone that paid to fish on the pier. Check the North Carolina DNR website for more information. And if in doubt about a specific pier call the pier.

Not overly familiar with surf fishing in N. Carolina, but I doubt if you need a license to haul in Channel Bass or Striped Bass from the Cape Hateria surf in N. Carolina. That sounds like it would be a federal agency that requires a license. And if it is federal all the states up and down the eastern seaboard would have that law. In New York no such law about a license to fish saltwater so I would say no law also in N. Carolina to fish the ocean suds.

everywhere alongside the coast or the Outer Banks are your maximum suitable bets... yet you will purely get "great" surfing while there are hurricanes, no count number the place you progression on the east coast. (or it merely occurs to be a good day) EDIT: Born in Florida, lived in North Carolina for 10 years. i detect it humorous that i'm being attacked for presently dwelling in California for the sake of "maximum suitable answer".
