The simple answer is - Because people still buy it! We know that too much fat and cholesterol is bad, too - but we still buy that... alcohol, sweets, etc... It's a simple question of economics.
And if the government were to outlaw it, they'd lose billions of tax revenue, so they're not about to do that.....

Because people are getting rich from it. Cigarette producers don't know you and don't care about your health. They want your money.
