The simple answer is - Because people still buy it! We know that too much fat and cholesterol is bad, too - but we still buy that... alcohol, sweets, etc... It's a simple question of economics.
And if the government were to outlaw it, they'd lose billions of tax revenue, so they're not about to do that.....
