Yes, strike the A string in the third fret. The Os represent the open strings you will play. The 1 is on the C note, and the top O is the open E string. You have a modified C chord.

The last grouping is simply part of a C6 chord. Bar the A string in the third fret and slap your little finger across the fifth fret--from the fourth string on down.

It's unfortunate you won't spend as much time learning how to read music, for when you do, the entire world of music is opened to you.

Tablature is primarily good to help you learn the varied notes on the fret board, but is something that will hinder your musical progression if you continue.

Play the notes in succession, one after another. A3 first, G0 second, B1-e0 together third, etc.etc.
This is an arpaggiated line
Arpaggio: The sounding of the tones of a chord in rapid succession rather than simultaneously.
You can expect something like the style depicted in this video to be written utilizing the arpaggiated manner displayed in your example.

Read from left to right. Play the notes in that order. Before is before, after is after, in line is all together. Have the recording handy so you can see it and follow it as you listen, then try the measure. Take it one measure at a time.

First, copy and paste onto word in Courier New font. That should fix the diagonal problem. If it doesn't say "ring out" at the bottom, then you hit Aon3, let go, then hit Gon0, lather, rinse, repeat.
