Why not do both? If you're driving, they're only about 6 or 7 hours apart. In Montreal, you may encounter people who speak French only, but for the most part, you should get someone who speaks English, too. A lot of the signs are in French, and if you drive, there is no right turn on a red light on the island of Montreal.
Montreal has a lot of nice places to visit--Old Montreal, the former Olympic Village, the Botanical Gardens, the Biodome, etc.
Toronto has several touristy things as well--the CN Tower, Ontario Place, Canada's Wonderland (to the north of the city), and Centre Island, to name a few.
I know that I've left many things off of the list from both cities, but you'll get the idea.

There's another town not far from Montreal, which is Quebec City. Only about another hour or so.
I'd prefer Montreal more to Toronto maybe because of the French ambient. French are renowned for their laid back personality. It is really relaxing.
If I can still choose, I'd go for Quebec City over Montreal. It's even better there.

Lack of French language skills in Montreal isn't really a problem UNLESS you're driving. The road signs are unilingually french. If you don't know ouest from est then it could be difficult.

I think Montreal is more fun, but it is heavily French-speaking which can be troubling for people trying to navigate, order food, and such.
